Title: ●DIC Benefits for Survivors of Certain Veterans Rated Totally Disabled at Time of Death 
Abstract: This is an interpretative rule to clarify the Department of Veterans Affairs' conclusion that 38 USC 1318 authorizes payment of DIC only in cases where a veteran had, during his or her lifetime, established a right to receive total service-connected disability compensation for the period required by the statute.
