Title: Federal Enforcement in Group and Individual Health Insurance Markets (HCFA-2019-FC) 
Abstract: This rule adds more specific requirements for enforcing legislative requirements concerning the portability and availability of health insurance. It specifies the Federal Government's role in enforcing the insurance requirements in States that do not enforce the requirements. It also specifies how the Government will impose civil money penalties on health insurance issuers in those States, and specifies appeal rights and procedures.
