Title: Endangered and Threatened Wildlife and Plants; Special Rule for the Northern Spotted Owl 
Abstract: The Service will propose a section 4(d) rule for the northern spotted owl under the Endangered Species Act that will define the conditions under which incidental take of the species through habitat modification would not be a violation of section 9 of the Act. An environmental impact statement is also being prepared and will be available for review concurrent with the proposed rule.
