Title: Outer Burial Receptacles 
Abstract: The Department of Veterans Affairs (VA) is issuing a rule to implement the provisions of Public Law 104-275 regarding outer burial receptacles. The rule establishes new regulations to notify individuals that they may choose to privately purchase an outer burial receptacle in lieu of using a Government-provided grave liner in VA national cemeteries, where such grave liners are authorized. VA will provide a monetary allowance for the privately purchased outer burial receptacle. The rule establishes the requirements for the allowance to be paid and the manner in which it will be paid.
