Title: Regulation of Oil Bearing Wastes From Petroleum Refineries Gasified To Produce Synthesis Gas 
Abstract: The U.S. Environmental Protection Agency (EPA) is planning to propose revisions to the RCRA solid waste regulations to exclude oil-bearing secondary materials, generated by the petroleum refining industry, from the definition of solid waste if the materials are destined to be processed in a gasification device manufacturing synthesis gas fuel. We are planning to propose this exclusion in order to clarify and simplify RCRA jurisdiction, and to be consistent with other comparable existing exclusions. In this notice, we are also soliciting comment on an option to extend the exclusion to organic containing secondary materials generated by industries (other than the petroleum refining industry).
