Title: Unified Registration System 
Abstract: Section 103 of the ICC Termination Act of 1995 which added 49 USC 13908, required the Secretary to initiate a rulemaking proceeding to replace the current USDOT identification number system, the single State registration system, the registration/licensing system, and the financial responsibility system, with a single, on-line Federal system. This action is considered significant due to substantial public interest. The statutory deadline was not met due to range and depth of issues involved.
