Title: ●Small Business Size Regulations: Rules of Procedure Governing Cases Before the Office of Hearings and Appeals 
Abstract: The rule will amend SBA's Small Business Size Regulations and the regulations applying to appeals of size determinations. The rule will further amend the definitions of affiliation, annual receipts, and employees. It will also make procedural and technical changes to cover new programs such as SBA's HUBZone program and the Governmentwide Small Disadvantaged Business Program. The proposed rule will codify several long-standing precedents of SBA's Office of Hearing and Appeals and will clarify the jurisdiction of that office. Further, the rule will amend all references in part 134 from the Standard Industrial Classification code to the North American Industry Classification System (NAICS) code because on October 1, 2000, SBA converted to NAICS.
