Title: Improving and Eliminating Regulations 
Abstract: This rulemaking will revise text in the CFR to reduce burden or duplication, and to streamline requirements. We have reviewed our current regulations and identified provisions that are outdated, redundant, unnecessary or otherwise require change. We will be making these changes through notice and comment rulemaking where necessary. We will also consider new regulations that reflect "best practices" in the mining industry. We view this effort to be evolving and ongoing and will continue to accept recommendations from the public. We are considering the following issues for direct final and/or proposed rulemaking: updating the 1985 SAE seat belt standard to the current 1997 standard; providing alternatives for containers which are used to store flammable liquids; addressing compliance burdens for small mines; reducing paperwork approval burden for sanitary toilet facilities; and allowing the use of spring-loaded locking devices on battery-powered machines, rather than padlocks.
