Title: Prevention of Significant Deterioration (PSD) and Nonattainment New Source Review (NSR): Baseline Emissions Determination, Actual-to-Future-Actual Methodology, Plantwide Applicability | |
Abstract: The EPA revised regulations governing the New Source Review (NSR) programs mandated by parts C and D of title I of the CAA. These revisions include changes in NSR applicability requirements for modifications to allow sources more flexibility to respond to rapidly changing markets and to plan for future investments in pollution control and prevention technologies. The changes reflect EPA's consideration of discussions and recommendations of the CAA Advisory Committee (CAAAC) Subcommittee on NSR, Permits, and Toxics, comments filed by the public, and meetings and discussions with interested stakeholders. The changes are intended to provide greater regulatory certainty, administrative flexibility, and permit streamlining, while ensuring the current level of environmental protection and benefit derived from the program and, in certain respects, resulting in greater environmental protection. | |
