Title: Changes to the Hospital Inpatient Prospective Payment System and FY 2005 Rates (CMS-1428-F) 
Abstract: This proposed rule would revise the Medicare acute hospital inpatient prospective payment system for operating and capital-related costs to implement changes arising from our continuing experience with these systems. In addition, the Addendum, describes changes to the amounts and factors used to determine the rates for Medicare hospital inpatient services for operating costs and capital-related costs. These changes apply to discharges on or after October 1, 2004. This proposed rule also sets forth proposed rate-of-increase limits as well as proposed policy changes for hospitals and hospital units excluded from the prospective payments systems. (The statute requires that this proposed and subsequent final rule be published by August 1, 2004.)
