Title: ●Safety Management Systems | |
Abstract: MMS is seeking comments on various regulatory approaches to improving the effectiveness of safety management systems on OCS facilities. Investigation and analysis of accidents that continue to occur on the OCS point to the lack of a safety management system or inadequate or improper implementation of a safety management system as a primary or contributing factor. While the majority of operators on the OCS (over 60 percent) have implemented safety management systems, the remaining operators have failed to voluntarily adopt them. Investigations show a correlation between accident rates and lack of adequate safety management systems. Encouragement and promotion of voluntary participation has not yielded continuous improvement across the entire industry as desired. | |
