Title: ●Control of Communicable Diseases, Interstate and Foreign Quarantine 
Abstract: By statute, the Secretary of Health and Human Services (HHS) has broad authority to prevent introduction, transmission, and spread of communicable diseases from foreign countries into the United States and from one State or possession into another. Quarantine regulations are divided into two parts: part 71 dealing with foreign arrivals and part 70 dealing with interstate matters. The Secretary has delegated the authority to prevent the introduction of diseases from foreign countries to the Director, CDC. Interstate authority is split between CDC and the Food and Drug Administration (FDA), with CDC delegated interstate authority as it pertains to humans. CDC maintains quarantine stations at 8 major airports with quarantine inspectors who respond to reports of diseases from carriers. According to the statutory scheme, the President of the United States determines through Executive order which diseases may subject individuals to quarantine. The current disease list, which was last updated in April 2003, includes cholera, diphtheria, tuberculosis, plague, smallpox, yellow fever, viral hemorrhagic fevers, and Severe Acute Respiratory Syndrome (SARS).
