Title: ●Migratory Birds; Religious/Spiritual Use of Feathers by Native Americans 
Abstract: We are planning a possible proposed rule to allow Native Americans to legally acquire non-eagle feathers for religious use. Currently, there are no regulations governing acquisition and possession of migratory bird parts and feathers (of birds other than eagles) for Native American religious use. We believe that Native American need for these parts and feathers for religious use is a compelling justification for implementation of an approved method of legal acquisition. Through this implementation, we would seek to protect the traditional religious and cultural resource values of Native Americans.
