Title: ●Online Cooperative Transfer 
Abstract: Cooperatives are an integral part of the Rockfish Program, the Amendment 80 Program, and the Bering Sea and Aleutian Islands Crab Rationalization Program, all existing programs within the Fisheries of the Exclusive Economic Zone off the coast of Alaska. Transfers of fishery quota or quota shares among the cooperatives participating in each of these three programs has in the past required the submission of a paper transfer request form with an original, notarized signature. In response to Industry requests to have the ability to submit transfer requests electronically in order to react quickly to changing conditions and to realize harvesting efficiencies, The National Marine Fisheries Service (NMFS) would provide cooperatives with an additional, completely electronic option to accomplish intercooperative transfers through automated, online submittals, down to the applicants printing out their confirmation and any revised individual fishing quota (IFQ) permits needed. NMFS would remove the requirement for notarized signatures for all crab leases of IFQ and individual processor quota (IPQ); Rockfish and Amendment 80 transfers are all leases and do not currently require notaries. Permanent transfers of quota share and processor quota share could not be accomplished online; these would still require the signed notarized copies. Other related regulations would be adjusted and revised.
