Title: Clarification of Evidentiary Standard for Determinations and Decisions (3491F) 
Abstract: These final rules will clarify that we apply the preponderance of the evidence standard to determinations and decisions that we make at all levels of our administrative review processes. We will make these changes to provide clear articulation of the standard we apply when we make those determinations and decisions. These final rules will not change our policy that the Appeals Council applies the substantial evidence standard when it reviews an administrative law judge's decision to determine whether to grant a request for review.
