Title: ●Eligibility, Certification, and Employment and Training Provisions of the Food, Conservation and Energy Act of 2008 | |
Abstract: This proposed rule would amend the regulations governing the Supplemental Nutrition Assistance Program (SNAP) to implement 12 provisions from the Food, Conservation and Energy Act (FCEA) of 2008 (Public Law 110-246). Ten provisions from the FCEA concern the eligibility and certification of SNAP applicants and participants, and 2 FCEA provisions concern the SNAP employment and training program (E&T). In addition, this proposed rule would revise the SNAP regulations throughout 7 CFR 273 to change the program name from the Food Stamp Program to SNAP and to make other nomenclature changes in part 273 as mandated by the FCEA. Food and Nutrition Service (FNS) has provided written guidance to SNAP State agencies on implementing these provisions, which are effective on October 1, 2008. FNS estimates that if implemented, the impact on the United States economy from the provisions in this rulemaking would exceed $100 million annually. For this reason, FNS recommends that the rule be designated economically significant and major under the provisions of Public Law 104-121.
