Title: Endangered and Threatened Wildlife and Plants; Removal of the Brown Pelican From the List of Endangered and Threatened Wildlife 
Abstract: We plan to make a final determination on whether to delist the brown pelican due to recovery. The information we have on the size and distribution of the brown pelican population, together with an absence of limiting threats, indicates that the listed brown pelican population does not meet the definition of an endangered or threatened species under the Endangered Species Act.
