Abstract: We are revising our boating infrastructure grant (BIG) program regulations to make them easier to understand. We will also review them in light of issues that have arisen in the management of the program and were identified in the June 2005 report titled A Review of the BIG Program, 2000-03, by the Sport Fishing and Boating Partnership Council, a group chartered under the Federal Advisory Committee Act. These regulations establish the national BIG program to provide funds for States to construct, renovate, and maintain tie-up facilities with features for transient boaters in vessels 26 feet or more in length, and to produce and distribute information and educational materials about the program. They also establish States' requirements under the Sportfishing and Boating Safety Act of 1998 to participate in the national BIG Program, complete boat access surveys, and develop State plans to install tie-up facilities for transient nontrailerable recreational vessels. | |
