Title: Test Rule; Brominated Flame Retardants (BFRs) [DECA]
Abstract: On June 25, 1991, EPA issued a proposed TSCA section 4 Test Rule for health and environmental effects and chemical fate testing of 5 brominated flame retardants. Since issuing that proposed rule, all of the subject chemical substances have been sponsored under the international OECD HPV Screening Information Data Set (SIDS) Program, EPA's voluntary US HPV Challenge Program, and/or EPA's Voluntary Children's Chemical Evaluation Program (VCCEP). Information obtained under these various data collection/development programs and the declining market for these chemicals have eliminated the need for additional data on four of the five BFRs. EPA still needs biodegradation and environmental fate data on decabromodiphenyl ether and is pursuing that data through the enforceable consent agreement (ECA) process. Efforts to finalize the test rule are suspended pending the outcome of the ECA process.
