Title: Safety and Environmental Management Systems
Abstract: The rule requires that each Outer Continental Shelf (OCS) lessee/operator develop, maintain, and operate under a Safety and Environmental Management System (SEMS) program composed of the four elements. The four elements are Hazards Analysis, Management of Change, Operating Procedures, and Mechanical Integrity. Each SEMS program will be tailored to the scale and complexity of the company's operation, and structured to include accountabilities for contractors and subcontractors. The use of this program will reduce the risk and number of accidents, injuries, and spills during OCS activities.
