Title: Migratory Birds; Religious/Spiritual Use of Feathers by Native Americans 
Abstract: We are planning a rule to allow Native Americans to legally acquire non-eagle feathers for religious use. Currently, there are no regulations governing acquisition and possession of migratory bird parts and feathers (of birds other than eagles) for Native American religious use. Through this rule, we seek to protect the traditional religious and cultural resource values of Native Americans.
