Title: Endangered and Threatened Wildlife and Plants; Removal of the Brown Pelican From the List of Endangered and Threatened Wildlife 
Abstract: We plan to make a final determination on whether to delist the brown pelican due to recovery. Currently listed brown pelican populations occur in primarily coastal marine and estuarine (where fresh and salt water intermingle) environments along the coast of the Gulf of Mexico, from Mississippi to Texas; along the Pacific Coast from British Columbia, Canada, south through Mexico into Central and South America; and in the West Indies, but are occasionally sighted throughout the United States. The information we have on the size and distribution of the brown pelican population, together with an absence of limiting threats, indicates that the listed brown pelican population does not meet the definition of an endangered or threatened species under the Endangered Species Act.
