Abstract: The Commission is considering whether to propose a rule specifying that drawstrings for certain sizes of children's outerwear shall be deemed a substantial product hazard under 15 USC 2064(a)(2) if they do not meet the requirements of ASTM F 1816-97, Standard Safety Specification for Drawstrings on Children's Upper Outerwear. Such a rule is authorized by 15 USC 2064(j) in cases where readily observable product characteristics are addressed by voluntary standards that have been effective in reducing the risk from such characteristics and there is substantial compliance with such standards. | |
