Title: Changes to National Marine Sanctuary Regulations on Overflights 
Abstract: This rule amends the regulations of the Channel Islands, Monterey Bay, Gulf of the Farallones, and Olympic Coast national marine sanctuaries to clarify the intent of the regulations governing overflights (to prohibit the harassment of marine mammals or seabirds by flying motorized aircraft below certain altitudes within the boundaries of the listed sanctuaries, subject to civil penalties) and to meet Federal Aviation Administration (FAA) requirements for placement on FAA aeronautical charts. Including a reference to the sanctuary overflight regulations on aeronautical charts will provide appropriate notice to pilots and ensure the protection of resources under NOAA's stewardship.
