Title: ●Fisheries Off West Coast States; Pacific Coast Groundfish Fishery; 2011-2012 Biennial Specifications and Management Measures 
Abstract: This rule sets the 2011-2012 harvest specifications and management measures for groundfish taken in the U.S. exclusive economic zone off the coasts of Washington, Oregon, and California. This rule also implements Pacific Coast Groundfish Fishery Management Plan Amendments 16-5 and 23.

Overall Description of Deadline: To meet statutory deadline while also allowing for public review and comment periods and cooling-off periods required under the National Environmental Policy Act for Environmental Impact Statements, and under the Magnuson-Stevens Act for FMP amendments. The final rule needs to publish by January 1, 2011 because it contains the allocations necessary for the implementation of the trawl rationalization catch share program; the Notice of Availability for Amendment 16-5 must be published by 9/22/10.
