Title: Safety and Environmental Management Systems | |
Abstract: The rule requires that each Outer Continental Shelf (OCS) lessee/operator develop, maintain, and operate under a Safety and Environmental Management System (SEMS) program composed of 12 elements. The 12 elements are Safety and Environmental information, Hazards Analysis, Management of Change, Operating Procedures, Safe Work Practices and Training, Mechanical Integrity, Re-startup Review, Emergency Response and Control, Investigations of Incidents, Audit of Safety and Environmental Management Program Elements, and Records and Documentation. Each SEMS program will be tailored to the scale and complexity of the company's operation and structured to include accountabilities for contractors and subcontractors. The use of this program will reduce the risk and number of accidents, injuries, and spills during OCS activities. | |
