Title: Absence and Leave; Qualifying Exigency Leave 
Abstract: The U.S. Office of Personnel Management is issuing proposed regulations to implement amendments to the Family and Medical Leave Act (FMLA) that provide eligible Federal employees up to 12 administrative workweeks of leave without pay because of a qualifying exigency. Qualifying exigencies arise when a covered family member is on active duty or has been notified of an impending call or order to active duty status in the Armed Forces. Qualifying exigencies for which employees can use FMLA leave fall under eight categories: short-notice deployment, military events and related activities, childcare and school activities, financial and legal arrangements, counseling, rest and recuperation, post-deployment activities, and additional activities not encompassed in the other categories that the agency and employee agree qualify as exigencies and agree to the timing and duration of the leave. These regulations would help employees manage family affairs when a family member is on active duty.
