Title: ●Participation of Historically Black Colleges and Universities and Minority-Serving Institutions in Defense Research Programs 
Abstract: This rule implements section 252 of the National Defense Authorization Act for Fiscal Year 2010 which addresses the establishment of a program to provide assistance to institutions of higher education. Section 252 requires the Secretary of Defense through the Director of Defense Research and Engineering and the Secretary of each military department, carry out a program to provide assistance to covered educational institutions which aid DoD in the areas of defense-related research, development, testing, and evaluation. A "covered educational institution" means (1) an institution of higher education eligible for assistance under titles III or V of the Higher Education Act of 1965 (20 U.S.C. 1051 et seq.); or (2) an accredited postsecondary minority institution. The objective of the program is to enhance defense-related research and education at these educational institutions. Under this program, the Secretary of Defense may provide covered educational institutions with funding or technical assistance to support research, development, testing, and evaluation activities and educational enhancements in areas important to national defense through the competitive awarding of contracts and/or the acquisition of research equipment or instrumentation. Because the new program provided under this rule will replace an existing program that pertained to the same participants, it is anticipated that the rule will not impose any burdens on the participants.
