Title: ●Hospital Value-Based Purchasing Program (CMS-3239-F) 
Abstract: This rule revised the Medicare hospital inpatient prospective payment systems (IPPS) for operating costs of acute care hospitals to implement a hospital value-based purchasing program. These changes apply to discharges occurring on or after October 1, 2012, in accordance with the Social Security Act (as added on March 23, 2010 by section 3001 of the Affordable Care Act). The Hospital Value-Based Purchasing Program is based on measures reported through the existing Medicare Hospital Inpatient Quality Reporting Program (IQR), formerly known as the Reporting Hospital Quality Data for the Annual Payment Update Program (RHQDAPU), and rewards hospitals for performance on measures of quality, rather than simply reporting on those measures.
