Title: Endangered and Threatened Wildlife and Plants; Critical Habitat Designation for the Southwestern Willow Flycatcher 
Abstract: We will designate critical habitat for the southwestern willow flycatcher (Empidonax traillii extimus) under the ESA. The southwestern willow flycatcher was listed as endangered on Feb. 27, 1995. The species occurs in riparian habitats in California, Arizona, Nevada, Utah, Colorado, New Mexico, and Texas.
