Title: Procedures for Implementing the National Environmental Policy Act 
Abstract: The Corps of Engineers (Corps) is proposing to amend its regulations for implementing the National Environmental Policy Act (NEPA) to clarify its scope of analysis under that Act. The focus of this rulemaking action is to establish an appropriate NEPA scope of analysis to consider the effects of proposed surface coal mining activities on the aquatic environment.
