Title: Recoupment of Nonrecurring Costs (NCs) on Sales of U.S. Items (DoDI 2140.02) 
Abstract: This rule updates policy, responsibilities, and procedures to conform with section 21(e)(1)(B) of Public Law 90-629 and section 9701 of title 31, United States Code for calculating and assessing NCs recoupment charges on sales of items developed for or by the Department of Defense to non-U.S. Government customers. The non-Government customers benefit from the sale of the items. All costs related to the sale of the items are fully reimbursable by the non-U.S. Government. The DoD does not incur cost or receive profit for the items sold.
