Title: ●DoD Guidance on Academic and Commercial Use of Research and Development Laboratory Facilities and Services
Abstract: This rule implements guidance for statutory authority, consistent with 10 USC 2539b, to provide samples, drawings, and other information; to sell, rent, or lend government equipment or materials to various entities; and, to make available facilities and equipment of a Department of Defense Research and Development (R&D) laboratory, research center, or range. R&D shall be promoted within the academic and commercial sectors of the U.S. economy. The development of a national industrial and technological base from which to sustain military technological superiority while enhancing productive capabilities for the Nation overall shall enhance national security.
