Abstract: This proposed rule would implement section 1311 of the Affordable Care Act. This will be the second rule establishing the Qualified Health Plans and Health Benefit Exchanges as defined in the Affordable Care Act. This rule focuses on requirements for Qualified Health Plans and is more implementation-focused on elements such as the Essential Health Benefits and oversight of the Exchanges.
