Title: Chemicals of Concern List Under Section 5(b)(4) of the Toxic Substances Control Act 
Abstract: EPA is proposing to add a category of eight phthalates, a category of polybrominated diphenyl ethers (PBDEs), and bisphenol A (BPA) to a list of chemical substances that EPA finds present or may present an unreasonable risk of injury to human health or the environment. EPA is proposing this rule using the authority provided under section 5(b)(4) the Toxic Substances Control Act (TSCA). EPA is concerned that the hazards of these substances and the magnitude of human and/or environmental exposure indicates that they may present an unreasonable risk to human health and/or the environment. EPA is also proposing conforming changes to the TSCA 12(b) export notification regulations.
