Title: Administrative Issuances; Involving the Public in the Formulation of Forest Service Directives 
Abstract: The Forest Service Directive System codifies the agency's policy, practice, and procedure. It is the primary administrative basis for the internal management and control of all agency programs and the primary source of administrative direction to Forest Service employees. In accordance with Executive Order 12866 on regulatory planning and review, as well as recent litigation regarding the publication of Forest Service directives for comment prior to issuance, the Forest Service plans to revise its regulation at title 36, Code of Federal Regulations (CFR), at section 200.4, which describes the Forest Service administrative issuance system (the Directive System), its use and availability, and other types of permissible guidance. Title 36 CFR part 216 would also be revised to clarify when and how to involve the public in the formulation of Forest Service directives.
