Title: ●Endangered and Threatened Wildlife; Listing the Scarlet Macaw 
Abstract: This proposed rule makes three substantive changes to our July 6, 2012, proposed rule to list the Ara macao macao (A. m. macao; no common name): (1) We are now proposing to list the northern distinct population segment (DPS), which is found in Costa Rica, Panama, and northern Columbia, as threatened rather than endangered; (2) we are adding a proposal to list the southern DPS (found in southern Columbia, Venezuela, Guyana, Suriname, French Guiana, Brazil, Bolivia, Peru, Ecuador) of A. m. macao and intraspecific crosses as threatened based on similarity of appearance; and (3) we are adding a proposed special rule to define activities under section 9 of the ESA that would and would not constitute take of individuals listed as threatened. In our original proposed rule, we also proposed that the northern subspecies (A. m. cyanoptera; also no common name, found in Mexico, Guatemala, Honduras, and Nicaragua) be listed as endangered. We are not revising that proposed status.
