Title: Emergency Planning and Community Right-to-Know Act: Modification to the Threshold Planning Quantity Methodology for the Extremely Hazardous Substances That are Solids in Solution | |
Abstract: In March 2012, EPA finalized an alternative approach for applying the threshold planning quantity (TPQ) for chemicals on the Extremely Hazardous Substances (EHSs) List that are handled as non-reactive solids in solution. Previously, the TPQs for solids in solution were based on the assumption that the entire quantity of the solid chemical at a facility could potentially be released to air in the event of an accident. The final rule allows facilities to multiply the amount of non-reactive solid EHS in solution on-site by 0.2 before comparing it to its TPQ, based on experimental data indicating that only 20% of aerosols from accidental releases of solids in solution would disperse beyond a facility's fenceline. | |
