Title: Fisheries in the Western Pacific; Marianas Trench Marine National Monument, Pacific Remote Islands Marine National Monument, Rose Atoll Marine National Monument 
Abstract: NOAA Fisheries implements terms of the Presidential Proclamations that created the Rose Atoll, Marianas Trench and Pacific Remote Islands Marine National Monuments in the western Pacific. NOAA and the Department of the Interior share management and enforcement responsibilities for the Pacific marine national monuments. This rule, based on recommendations of the Western Pacific Fishery Management Council, codifies the monument boundaries, prohibits commercial fishing within the monuments, and provides for non-commercial fishing with permits and reporting in the Rose Atoll, Marianas Trench, and Pacific Remote Islands Monuments, including allowing the customary, or non-market, exchange of fish harvested in the Rose Atoll and Marianas Trench monuments. Customary, non-market exchanges occur between fishermen and community residents for goods, services, and/or social support for cultural, social, or religious reasons. Additionally, the rule establishes no-take areas within 12 miles of each island in the Pacific Remote Islands Monument and Rose Atoll Monument
