Abstract: This rule amends the Export Administration Regulations (EAR) to create four new 600 series Export Control Classification Numbers (ECCNs) in Commerce Control List (CCL) Category 1 that control energetic materials and related articles that the President determines no longer warrant control under United States Munitions List (USML) Category V in the International Traffic in Arms Regulations (ITAR). This rule is part of the Administration's Export Control Reform Initiative announced by the President in 2009. | |
