Title: Revisions to Safety and Environmental Management Systems Requirements (SEMS) 
Abstract: This rule would add requirements to Safety and Environmental Management Systems (SEMS) to prevent oil well blowouts. It would clarify the requirements for job safety analysis, add stop work authority, establish work authority, include employee participation in SEMS, and require third-party audits.
