Title: ●Endangered and Threatened Wildlife and Plants; Listing All Chimpanzees as Endangered
Abstract: We were petitioned by the Humane Society of the United States, American Association of Zoological Parks and Aquariums, Jane Goodall Institute, the Wildlife Conservation Society, Pan African Sanctuary Alliance, Fund for Animals, Humane Society International, and New England Anti-Vivisection Society to list all chimpanzees, whether found in captivity or in the wild, as endangered under the ESA. The chimpanzee is found in 22 countries across Equatorial Africa. After conducting a status review to determine if all chimpanzees should be listed as endangered, we find that the petitioned action is warranted and are publishing a proposed rule concurrently. This rule proposes to eliminate the separate listings of captive and wild populations of chimpanzees under the ESA and list them as one entity, endangered. This action will also remove the chimpanzee and paragraph (c)(3) from the special rule for primates, found at 50 CFR 17.40(c), thus extending the ESA's protections to these chimpanzees.
