Title: Regulatory Amendment to Implement a Halibut Catch Sharing Plan for International Pacific Halibut Commission Area 2C and Area 3A | |
Abstract: These regulations implement a catch sharing plan for the commercial and guided (charter) sport fisheries for Pacific halibut in waters of International Pacific Halibut Commission Regulatory Areas 2C (Southeast Alaska) and 3A (Central Gulf of Alaska). This regulatory amendment establishes a combined catch limit annually specified by the International Pacific Halibut Commission that is allocated between the commercial and charter halibut fisheries using percentage allocations proposed by the North Pacific Fishery Management Council. This action would also implement annual management measures for the charter halibut fishery that are intended to maintain harvest to the charter allocation and specified annually by the International Pacific Halibut Commission using a process proposed by the Council. This action would provide an opportunity for commercial halibut individual fishing quota holders to lease (transfer on an annual basis) halibut individual fishing quota to charter halibut permit holders as Guided Angler Fish. | |
