Title: International Fisheries; Western and Central Pacific Fisheries for Highly Migratory Species; Bigeye Tuna Catch Limit in Longline Fishery for 2012 
Abstract: This rule implemented the March 2012 decision of the Commission for the Conservation and Management of Highly Migratory Fish Stocks in the Western and Central Pacific Ocean (Commission) to extend until February 28, 2013, the longline bigeye tuna catch limits the Commission adopted in 2008. If not extended, the Commissions longline bigeye tuna catch limits would have expired in March 2012. The Commissions objective was to reduce the longline fishing mortality rate on bigeye tuna in the western and central Pacific Ocean. Pursuant to the Western and Central Pacific Fisheries Convention Implementation Act, 16 U.S.C. 6901, et seq., the Secretary of Commerce is authorized to implement regulations to carry out the obligations of the United States under the Convention on the Conservation and Management of Highly Migratory Fish Stocks in the Western and Central Pacific Ocean, including the implementation of Commission decisions. This rule satisfied those obligations by establishing a 2012 bigeye tuna catch limit in the western and central Pacific Ocean applicable to U.S. longline vessels other than those associated with fisheries in American Samoa, the Commonwealth of the Northern Mariana Islands, and Guam.
