Title: ●Framework Action to the FMP of the Reef Fish Resources and Coastal Migratory Pelagics Resources of the Gulf of Mexico and South Atlantic Regions: Headboat Electronic Reporting Requirements | |
Abstract: The purpose of this framework action is to modify the data reporting requirements for federally permitted headboat vessels in the Gulf of Mexico and South Atlantic Regions to ensure effort, landings, and discard information of managed fish stocks are recorded accurately and in a timely manner. The proposed action would modify the requirements for headboat vessels to submit fishing records to the Southeast Fisheries Science Center from a monthly to a weekly basis, or at intervals shorter than a week if notified by the Southeast Regional Director. The proposed rule would also change the current method of submitting reports by paper and mail to submitting them electronically (i.e., computer or internet). This action is intended to address the need for timely data while minimizing industry or administrative burden, and would also provide additional flexibility to accommodate unusual circumstances that may occur. The action is also compatible with proposed modifications to headboat data reporting for permitted vessels managed by the South Atlantic Fishery Management Council and would reduce the administrative burden and simplify reporting requirements for vessel owners or operators harvesting species managed jointly by the Gulf and South Atlantic Councils (i.e., species managed under the Coastal Migratory Pelagic Resources Fishery Management Plan). | |
