Title: Revising the Special Rule for Importation of Ivory From African Elephants (Loxodonta africana spp.)  
Abstract: We propose to remove our existing special rule under section 4(d) of the ESA for African elephants (Loxodonta africana spp.). In the absence of a special rule, the standard provisions for threatened species contained in 50 CFR 17.31 and 17.32 would apply to this species. This proposal tightens restrictions on trade in African elephant specimens (including ivory) in response to alarming increases in illegal killing of African elephants for their ivory.
