Title: Endangered and Threatened Wildlife and Plants; Critical Habitat Designation for Three Southeastern Plant Species (Whorled Sunflower, Gladecress, Short's Bladderpod) 
Abstract: Pursuant to the Endangered Species Act of 1973, as amended, we are required to designate critical habitat, to the maximum extent prudent and determinable, concurrent with a listing determination for a species. We are developing a listing determination for three candidate plant species, as a separate rulemaking action (see RIN 1018-AZ11). We will make determinations regarding critical habitat for these three plant species--whorled sunflower (Helianthus verticillatus), gladecress (Leavenworthia crassa), and short's bladderpod (Physaria globosa)--pursuant to the ESA. Short's bladderpod occurs in Indiana, Kentucky, and Tennessee. Whorled sunflower is known from Alabama, Georgia, and Tennessee, and the unnamed gladecress is found in Alabama.
