Title: Protection of Stratospheric Ozone: The 2013 Critical Use Exemption From the Phaseout of Methyl Bromide 
Abstract: Methyl bromide was phased out under the Clean Air Act and the Montreal Protocol on Substances that Deplete the Ozone Layer in 2005, except for limited exemptions. This action authorizes uses that qualify for the 2013 critical use exemption and specifies the amount of methyl bromide that may be produced or imported for those uses. This rule also amends the regulatory framework to remove certain requirements related to sale of pre-phaseout inventory for critical uses. EPA is taking this action under the authority of the Clean Air Act to reflect a consensus decision taken by the Parties to the Montreal Protocol on Substances that Deplete the Ozone Layer at the Twenty-Third Meeting of the Parties.
