Title: Supplement to Amendment 26 and Amendment 29 to the Fishery Management Plan for Reef Fish in the Gulf of Mexico | |
Abstract: Amendment 26 to the Reef Fish Fishery Management Plan established the Gulf of Mexico Red Snapper Individual Fishing Quota program. Amendment 29 to the Reef Fish Fishery Management Plan established the Gulf of Mexico Grouper-Tilefish Individual Fishing Quota program. The intended effect of this action is to make revisions and clarifications to the requirements and procedures for collecting information in order to enhance the monitoring, enforcement, and review of the Individual Fishing Quota programs as specified in Amendment 26 and Amendment 29. In part, this administrative rule would address: the requirements for how to weigh and report Individual Fishing Quota landings; the extension of the advance notice of landing reporting window from 12 to 24 hours; the specifying of procedures for closing an Individual Fishing Quota account; the altering of requirements for submitting an advanced notice of landing; the requirement for landing transactions to be completed on the day of offload, but no more than 72 hours from the time indicated on the landing notice; and the authorization of vessels to land early at an approved landing location if authorized by a law enforcement officer. | |
