NTSB RIN: 3147-AA03 Publication ID: Spring 2014
Title: ●Organization and Functions of the NTSB; Delegations of Authority; Rulemaking Procedures
Abstract: The National Transportation Safety Board (NTSB) plans to revise 49 CFR part 800, which contains a description of the organization and functions of the NTSB, as well as several delegations of authority to various NTSB employees. The NTSB will propose to update these delegations by including delegated duties the NTSB has realized part 800 should contain. In addition, the NTSB's proposed revisions may include new sections or subparts, to include items such as continuation of operations provisions and internal handling of information. The proposed updates to part 800 will modernize the regulations as needed. The NTSB's notice regarding part 800 follows a notice the NTSB published in the Federal Register in June 2012, which indicated the NTSB would review all NTSB regulations and amend them to ensure they are up-to-date, in accordance with Executive Orders 13563 and 13579. Part 800 consists solely of internal, administrative regulations; therefore, under the Administrative Procedure Act, updates to the part need not undergo the notice and comment procedure.
